University official on leave for signing anti-gay marriage petition

The chief diversity officer at Gallaudet University was put on administrative leave Wednesday after the school learned she had signed a petition supporting efforts to reverse Maryland?s same-sex marriage law, media reports say.

Dr. Angela McCaskill signed the petition at her church after her preacher spoke against gay marriage, the Planet DeafQueer blog reported on Monday, citing a Gallaudet faculty member who first spotted the administrator?s name on the document. Voters in Maryland will decide on Nov. 6 whether to keep a state law passed earlier this year approving same-sex marriage.


?I want to inform the community that I have placed Dr. Angela McCaskill on paid administrative leave effective immediately. It recently came to my attention that Dr. McCaskill has participated in a legislative initiative that some feel is inappropriate for an individual serving as Chief Diversity Officer; however, other individuals feel differently,? Gallaudet University President T. Alan Hurwitz said in a statement.

?I will use the extended time while she is on administrative leave to determine the appropriate next steps taking into consideration the duties of this position at the university. In the meantime an interim Chief Diversity Officer will be announced in the near future."

Gallaudet spokeswoman Catherine Murphy told Buzzfeed that the university did not have "a policy against political participation." When asked about the nature of the petition and if the university had any policy regarding such political participation, Murphy told NBC News in an email: ?For the moment we are sticking with this (Hurwitz) statement. Please understand that in an administrative personnel matter we won't be saying anything more until we get complete clarity on what took place.?

McCaskill was the first deaf African American female to earn a Ph.D. from Gallaudet, where she has worked for 23 years in various roles, including becoming the deputy to the president and associate provost of diversity and inclusion in 2011, according to her biography on the university website. She did not respond to an email seeking comment and it was not possible to leave a phone message.

Late Wednesday, the campaign seeking to keep the same-sex marriage law urged the university to reinstate McCaskill.

"We strongly disagree with the decision to put the chief diversity officer on leave and hope she is reinstated immediately," Josh Levin, campaign manager of Marylanders for Marriage Equality, said in a statement. "Everyone is entitled to free speech and to their own opinion about Question 6 (the referendum on the ballot), which is about treating everyone fairly and equally under the law."

Reaction to the news was mixed on the university?s Facebook page, with some wanting to give McCaskill another chance or to learn more about what happened, and others saying she shouldn?t be in the job.

Teddi Fishman, director of the International Center for Academic Integrity at Clemson University, said she would ?stop short of saying that this case necessarily involves a lack of integrity.?

?If a person is responsible for ensuring equal opportunities for students regardless of their gender or sexual orientation and that person goes on record as being opposed to equal opportunities for people based on their gender and sexual orientation, it certainly appears that there is some incongruity,? she wrote NBC News in an email.

However, she noted that people also have the right to participate in the democratic process regardless of their work obligations unless they have agreed otherwise or are legally prohibited from doing so. The issue of marriage equality is not the same as the task of ensuring equality in academic settings and some could argue there were reasons -- not based on discrimination -- for opposing gay marriage, she added.

?I would feel comfortable saying, however, that if I were supervising Dr. McCaskill, I would want to talk with her to make sure that her commitment to equal opportunity to all students does indeed extend to them all and to monitor the situation more carefully than I might have done had she not signed the anti-marriage petition,? she said.

A Baltimore Sun poll in late September found that Maryland voters favored legalizing same-sex marriage, 49 percent to 39 percent. The survey of 804 likely voters was conducted from Sept. 25 to 27 by research firm OpinionWorks. The margin of error was 3.5 percentage points.

    ?Mind your manners,? you may have heard the phrase uttered from you mother or grandmother a million times, but is it something that we as a society use today with our children? Manners seems to have gone by the way side much like other concepts that were so often used by those who have gone on before us.

    Biblical Reasons For Teaching Your Children Manners

    We must get back to the basics of life and what is really important in life, especially back to our Biblical roots. The Bible teaches many of ?life?s basics? one of which is manners. Surprised? Don?t be, God has a plan for every aspect of our lives, including manners. They after all were his idea in the first place. He set it forth beginning with the Golden Rule beginning in Matthew 7:12, ?Do to others what you would have them do to you.?

    God also set forth instructions for us as parents about how we are to train our children, these scriptures include Proverbs 22:6, which says, ?Train a child in the way he should go, and when he is old he will not turn from it.? We must do our part as parents and then leave the rest to God. However our part comes first. He commanded us in Deuteronomy that we were to model the actions that we wanted our child to have.

    ?Take to heart all the words I have solemnly declared to you this day, so that you may command your children to obey carefully all the words of this law. They are not just idle words for you-they are your life. By them you will live long in the land you are crossing the Jordan to possess.? Deuteronomy 32:46-47

    This is living by the book, God?s Word, following his laws and precepts and teaching our children to do the same. As we often say to others, ?it begins at home?. We must being by teaching our children the basic manners of ?please? and ?thank you? and expand into more social concepts such as, dining etiquette and social introductions.

    What is in your heart comes out in your actions. We have Jesus in our hearts and we want to show others him by our actions. This is where manners can be of much importance. However, not only does this learning of manners do wonders for other people who are around your child, but also for their own self esteem and confidence as well. After all, with Christ in our childrens? hearts and lives they can have all the confidence they need and when they present themselves as Godly and respectful individuals to others they can shine brightly. What mother wouldn?t be proud of that?

    Artificial Football Turf
    Today, there are a variety of turfs used for different sports. Synthetic football turf has been used for a number of years now. For example the Astro turf was made in the year 1966. A good artificial turf depends on the weight of the fiber, its thickness and the pile height. Natural grass is not suitable for a football pitch if it is expecting over 300 hours of use a year. Bald patches and mud will appear with overuse. Therefore an artificial football playing turf is the solution. You can play on a synthetic pitch all year round and in any weather condition and the synthetic pitches are less costly and reduces the labor charge and can dry easily that is why now a days artificial pitches are preferred more than natural grass pitches. Field turf looks like natural grass and is made of polyethylene blades. A synthetic pitch is durable and can be used for many years; its also versatile as it can be used for multiple purposes. Although the initial expenses of an artificial football pitch will be more than natural grass, this offsets the maintenance costs and requires less labor, time and equipment to maintain it.
    Types of Tennis Surfaces
    Tennis surfaces can be made of many different surfaces and each type of surface affects how you play. A grass court is slippery and the fastest. It causes the tennis ball to slide more and rebound lower than usual. The ball bounce will determine the health of the grass and when it was mowed. Grass courts are not used frequently as it is costly to maintain and also requires time to dry after a rainfall. Hard courts are common tennis courts and are made of plastic, asphalt or cement. The ball bounce can be predicted better on these courts. On clay courts, the ball bounce is slow and the forward motion is less. Matches can take longer time to finish and is favored by players who are defensive. Carpet courts are generally used only for indoor tennis. The surface depends on the thickness, materials and texture of the carpet.

    Is there any harm in giving my two & a half year old half a cup of very weak decaffeinated tea? She drinks it very milky with no sweeteners.

    She started asking for it and I thought it was fine to give her as it's decaf. She has 1-2 half cups per day usually.

    I just found out that even decaf tea does contain some caffeine, and I'm no longer sure whether I should be giving it to her.....

    Are fruit teas any better?

    TSX hits 1-week low on growth fears ahead of earnings

    TORONTO (Reuters) - Canada's main stock index hit its lowest level in over a week on Tuesday, tracking a fall in world markets, on caution over the upcoming earnings season and prospects for global growth.

    All 10 of the index's sectors fell on a wave of negative signals, including a report from the International Monetary Fund that said the global economic slowdown is worsening. The IMF cut its growth forecasts for the second time since April.

    Commodity and financial shares were among the hardest hit. Barrick Gold dropped 2.8 percent to C$39.96, Suncor Energy was down 0.3 percent to C$32.91, and Royal Bank of Canada lost 0.6 percent to C$57.10.

    "I think the IMF (report) is what people are paying attention to. But it struck me as being a little bit late ... current economic news coming out of the U.S. has been a little bit better rather than worse," said Ian Nakamoto, director of research at MacDougall, MacDougall & MacTier.

    Europe also kept investors on edge as uncertainty about when Spain will apply for a bailout worried markets as did concerns about Greece's debt load.

    At 12:43 p.m. (1643 GMT), the Toronto Stock Exchange's S&P/TSX composite index <.gsptse> was down 111.22 points, or 0.9 percent, at 12,307.77. Earlier, the TSX hit its lowest level since September 28.

    The U.S. quarterly earnings season will get under way later in the day when Dow component Alcoa Inc reports after the market close.

    Analysts forecast third-quarter earnings of S&P 500 <.spx> companies will drop 2.3 percent from the year-before quarter, according to Thomson Reuters data, which would be the first drop in U.S. quarterly earnings in three years.

    "I think it's well advertised that earnings are going to be weak," added Nakamoto.

    "So even though earnings more than likely will be down, it's a matter of how far down have investors brought share prices and what sort of guidance are they looking for."

    When I 1st started dating my GF 8 month ago, I felt so confident about myself, it seemed like no other men existed, at least in her eyes. Over time my insecurities and jealousy has gotten out of control and I dont know how to stop these feelings and its really affecting our relationship.

    She always tells me how much she loves me and is attracted to me, writes me love notes all the time and even buys me flowers sometimes. we are always grabbing eachother and making out, and we have great sex whenever possible. she says she wants to have kids with me and marry me someday. Im usually a very discipled person about most things in my life, and Ive always been very independent, and I dont scare easily either, but I love this woman and her daughter so much the thought of her being with or wanting another man is terrifying to me. Its gotten to the point I cant be happy cause even a guy liking a harmless picture on her FB drives me into a jealous frenzy, WTF is wrong with me?

    I think what has me so wound up is some of the interactions she has had with her daughters father who she was on/off with for 5 years up until summer before last, nothing too awful just ambiguous flirting and txting pictures of their daughter and stuff. she also told him we broke up after a fight we had back in june, shes said she thought we did and was just confiding in him. I told her Im not comfortable with her having that kind of relationship with but she swears shes not interested in him but I still always feel like Im competing with him. I cant even go with her to pick her daughter up from his house, cause I cant stand the sight of him near her.

    I also found out recently she friended and inboxed an old BF she said treated her very badly, again nothing bad just "hey whats up" kinda stuff and it was just one conversation back in july right before we moved in together but it really hurts that she would do that, she apologized but I just cant get past it and I feel like I cant trust her or really take her seriously about how much she says she loves me. Whever I try to talk to her about my fears it turns into a huge fight.

    From Zero Interest Rate To Zero Retirement: How The Fed Doomed ...

    Excerpted from PIMCO Viewpoints: What's Your Number at the Zero Bound?

    The math of what happens when assumed rates of return go down, driven by a pro-active ZIRP from the Fed, is pretty straightforward. To make up for this, PIMCO notes that those approaching retirement have three choices: a) save more, b) work longer, or c) tighten their belts in retirement. Each of these are clear, individual family choices, but what happens when the whole of society is faced with the same dilemma? What works for one household can be grossly sub-optimal for society.

    For now, let us assume that Americans would reject the idea of pre-commitment to significant future belt tightening. They may find that when they get to retirement they have little choice, but this is not something it seems they would rationally choose before having to do so.

    If everyone saves more, we consume less, and therefore GDP growth slows down. Anemic growth leads to a Fed on hold for a prolonged period. If expectations for how long the Fed will be on hold are extended, low interest rates ? particularly real ones ? are the end result.

    Given that the personal savings rate is a low 4.2%, significantly below the 6.9% average over the past 50 years, it is hard to argue that we are experiencing the paradox of thrift ? at least not yet. We believe that there is a distinct wedge between households? desired savings and actual savings driven by budget constraints. Less explored is the linkage between ?working longer? and interest rates. The right side of Figure 1 shows a possible feedback loop for that cycle ? which has the same end result as the Paradox of Thrift, but gets there through a different mechanism.

    Here we see low rates leading to longer periods in the work force which would lead to a higher fraction of older Americans continuing employment. By construction, if labor force participation goes up, unless jobs go up proportionately, unemployment will rise. Given the Fed?s dual mandate ? 1) fight inflation, 2) stimulate growth/lower unemployment ? the central bank?s natural response will be to keep rates low, thus completing the circle.

    The crux of the argument hinges on two things. First, if elderly labor force participation goes up and there is not an offsetting drop among other age groups, and second, whether there is empirical proof that low rates can be linked to higher labor force participation among older Americans. With respect to the first item, if there were a compensating drop in labor supply among other age cohorts, causing the unemployment rate to be unchanged, that would be unambiguously bad as these individuals are of prime working age. This would indicate serious structural issues and would likely be paired with slow economic growth. Figures 2 and 3 present support for the argument that low interest rates go hand-in-hand with high labor force participation among the elderly.

    Figure 2 shows a 50-year history of 10-year Treasury yields versus labor force participation for those Americans over age 65. The axis for labor force participation is inverted to highlight the relationship. Over a long period, as yields rise, participation falls, and vice versa.?

    Figure 3 regresses participation on the level of the 10-year rate and its squared value, as the relationship is distinctly non-linear. Elderly labor force participation displays a ?convexity? of sorts ? the lower rates go, the greater the inertia of the elderly to stay in the workforce. Note the relationship is not perfect, and critics of this argument can point to structural issues in social programs that can give explanation to the time series relationship. It makes sense that elderly participation fell in the 1960s given the passage of Medicare under the Johnson Administration and fell further still given more generous benefits granted in Social Security during the Nixon years. Increases in the Social Security normal retirement age phased in after reform legislation in 1983 induced gradual lengthening of working careers.

    Intuitively, low rates leading to longer work lives just makes sense ? especially in an era where fewer retirees will draw defined benefit pensions. For those relying more and more on IRAs and 401(k) plans for retirement, the income produced is simply a product of portfolio yield and account balances. They alone bear the risk of market volatility and their own mortality. If anything, we would expect this to tie labor force participation more strongly to yield levels.

    This is why some of us are wondering if the Fed is spinning its wheels by sticking to the old model of trying to stimulate growth. Maybe instead of pushing harder on the credit demand side of the ledger by doggedly keeping rates low, central bank policymakers might benefit by looking at other parts of the equation. Specifically, those parts of the puzzle that become more important as America ages.

    Work a little longer. Save a little more. Get by with a little less. It?s like each of our numbers is tied to a hot air balloon that seems to rise higher as we get a little closer. Given our outlook for growth and the Fed?s renewed commitment to keeping rates at ?exceptionally low levels? at least through mid-2015, it could be quite a while before those numbers are within reach.

    Isotropic volume scattering in RenderMan Pro Server 17.0. The latest release of Pixar?s renderer includes a number of other performance updates, including improved object instancing and photon mapping.

    Pixar has released RenderMan Pro Server 17.0 and RenderMan Studio 4.0, the latest updates to its movie-industry-standard rendering software.

    The new features in both versions are largely performance-related, including improved object instancing, photon mapping, volumetric rendering and adaptive area shadows.

    Pixar doesn?t quote any figures for the improvements above, but ?performance gains of 32% are typical? when rendering hair via the riCurve primitive.

    There is also a quoted performance gain of 20% when using arrays in the RenderMan Shading Language.

    Price changes for Studio
    As announced in June, RenderMan Studio 4.0 now incorporates the old RenderMan for Maya product line, and has dropped $700 in price: from $2,000 to $1,300.

    The new version is intended to be used either as an interface from Maya to a renderfarm running RenderMan Pro Server; or for local preview or final-quality output via its embedded renderer.

    Pricing for the top-of-the-range Pro Server 17.0 remains unchanged at $2,000, following a price cut in 2010.

    Reclaiming Wife: Mixed Motherhood Messages - A Practical Wedding

    Through the last few months of my pregnancy, Morgan of High Diving Board (and various APW posts) and I have spent a lot of time talking about motherhood, impending motherhood, and the damaging aspects of the Motherhood Myth currently entrenched in our cultural narrative. We've talked about how choosing to have kids doesn't turn you into some saintly woman who wants to sacrifice her life, and how living outside the Hyperbole?Of Motherhood can be difficult. So when we were putting together Kids/No Kids week, I asked Morgan if she'd write about choosing to have kids, with all the?ambivalence?and complexity that comes with it. Here it is: early motherhood, in all its richness and depth.

    At twenty-six weeks pregnant, I announced that I could happily stay at twenty-six weeks pregnant forever. I was plump and lush, my libido was dialed up to eleven, I was at that nice stage where people always offered me a seat on the train but I was still comfortable enough to continue my fitness classes and generally felt pretty great. Sure, I had terrible heartburn and some sciatica issues, but Zantac and physio helped. I physically relished my pregnancy.

    Mentally, however? It was a whole different game.

    The world has so much to say about motherhood, and it is all so hyperbolic. It is either the BEST THING EVER or the WORST THING EVER. I made the mistake of reading all the books and all the blogs and all the words and internalized far too many voices. ?You?ve never felt love like you have until you?ve held your first child.? ?Being a mother is the hardest thing in the whole world.? ?Having a child is like having your heart in another person?s body.? ?You?ll never sleep in again.? ?It?s all worth it the first time your look in to your baby?s eyes.? ?Once you have a kid your life is over.? ?Once I had a kid I understood what life is all about.? ?Enjoy your pregnancy because once the kid?s born, you?ll never eat out/have sex/have money/go to a movie/travel/read a book/etc. ever again.?

    And with everything I read, I got more and more anxious. I was so anxious that when my water broke three weeks before I was expecting a baby, I went into full on hysterics. I wasn?t ready for my life to be ruined yet.

    Thankfully, it wasn?t. It?s funny?the fears that stalked me the worst during pregnancy were the easiest to allay. My kid?s seven months old now, and we have managed to go to a couple of movies, a play, a trio of concerts, a couple of hockey games, a few nice dinners out without her, and many casual restaurant dinners with her. I?ve read forty-eight books?slower than my usual pace, but respectable. We still have money?people were very generous with their hand-me-downs and most of the rest of the baby gear was bought cheap. We?ve taken Jess on three in-province weekend trips, an international weeklong road trip, and we?re going to Mexico next month. We?ve made a conscious effort to make sure that what makes life awesome for us did not, in fact, end. Sure, some of it?s harder to do, but hard doesn?t equal impossible. We are lucky to have family and friends in town that can babysit, but if we didn?t, I?d be talking to the teenage girls down the street, or looking into one of the professional babysitting services in town. It?s important to me, and it helps me feel like I am still me and that our family is still us?just with an extra (really cute) person.

    It?s harder to talk about the other messages.

    My husband and I wanted kids. We discussed them rationally, and made a fairly cerebral decision to have them, and agreed on when we wanted to start trying. For me, it was based on a vague feeling of wanting to have had children when I am old and looking back at my life, instead of a feeling of biological-ticking-clock-of-baby-fever. Frankly, David had way more of a biological clock than I did, and he was the one who prompted the 'when to have kids" discussions. I had some ambivalence, but it was a team choice for sure, even with him as the instigator. Once I was committed?once the ultrasound showed that the alien parasite was actually a growing human being?the ambivalence ramped up, and I really started to question what the hell we?d got ourselves into. The more pregnancy went on, and the more mixed cultural messages I got, the worse I felt.

    Then Jess was born. I tried very hard for a ?natural birth,? because I wanted that ?fall in love with your infant? moment I kept reading about. Instead, I had a fifty-five hour labour, sixteen of which were on full blast pitocin, and eventually had the c-section I was utterly unprepared for. And the postpartum depression hit mere hours after she was cut from my body. Instead of feeling blissful about my new baby, I just felt so sad about everything, and sure, a lot of that was hormones, but some of it was definitely because of the conflicting messages I had about her birth, and motherhood, and my new role.

    There is this image of motherhood out there?this sweet, saintly, giving, loving angel of a mother. It?s clearly not real?no one could ever live up to such perfection. And there?s the other image, the one of the exhausted screaming harpy of a mother, which I choose to believe is equally made up at the other end of the spectrum. I didn?t want to be either of them, but felt the cultural pressure of them both. Every time someone would ask me, ?Have you ever felt love like this before, isn?t it wonderful?? I would make polite noises and not really say anything. It took me a few months to love Jess, which I know from talking to close friends isn?t outside the norm.

    When people ask, ?Isn?t this the hardest thing you?ve ever done?? I equivocate, because truth is, this isn?t the hardest thing I?ve ever done. Sure, it?s exhausting, but I?ll take it over watching my dad die, or having to be fourteen again, any day of the week. It?s just, you know, life. The new normal, in which some things are clearly different (maternity leave, physical changes, having produced and being responsible for an entire human) and also, so much the same (I still like books and trips and cooking and live music). I actually needed a friend to point it out for me that that the biggest reason that it wasn?t a message I heard much while pregnant was because there?s no drama in that message. No hyperbolic story, nothing dramatic or sensational. No book deals or pageviews from it.

    So I?ll end this on an equally undramatic note. I had a rough birth experience and a tough time with PPD. I was ambivalent about having kids, and was ambivalent for a while after she was born, but I now love her tiny little face so much I can?t stop chewing on her cheeks. She changed my day-to-day life a lot, but didn?t change the fundamentals of who I am almost at all. When I stopped reading about How It Was Supposed To Be and focused instead on how life actually is for me, I felt better. When I stopped blaming myself for things that really were out of my control (like the c?section), I felt better. When the hormones ebbed, I felt better. As I became more confident in my role of parent, I felt better. For me, pregnancy was a gradual process, and so was finding the new normal, and that?s just fine. Better than fine. The new normal is pretty damn awesome.

    Sony suing actor who portrays Kevin Butler, makes official statement on lawsuit

    As you may have heard, Sony is suing Bridgestone and the actor who portrays Kevin Butler in their PS3 commercials. The entire situation stems from the actor appearing in a Bridgestone commercial playing a Nintendo Wii.

    Instead of rolling with it Sony has decided to sue both Bridgestone and the actor. I honestly think it would be best to simply continue to make Kevin Butler ads and make fun of the coincidence. But Sony has issued this statement:

    Sony Computer Entertainment America filed a lawsuit against Bridgestone and Wildcat Creek, Inc. on September 11. The claims are based on violations of the Lanham Act, misappropriation, breach of contract and tortious interference with a contractual relationship. We invested significant resources in bringing the Kevin Butler character to life and he?s become an iconic personality directly associated with PlayStation products over the years. Use of the Kevin Butler character to sell products other than those from PlayStation misappropriates Sony?s intellectual property, creates confusion in the market, and causes damage to Sony.

    I understand Sony?s complaint. I get it, I really do. But this only hurts the image of an ?iconic personality directly associated with Playstation? if they let it. And this lawsuit is making it even worse. It would show much more class to turn this around and use it comically in a new Playstation advertising campaign.

    Takeda Rina wins Best Comedy Actress at Fantastic Fest in Texas

    You never know what kind of obscure idea director Iguchi Noboru is going to plan on filming next, but fans of the genre know that it?s always going to be a fun ride.

    Iguchi?s latest splatter action comedy ?Dead Sushi? also already gained international recognition and screened at the Fantastic Fest in Austin, Texas ? the largest genre film festival in the USA. Starring actress and karateka Takeda Rina was even awarded with the award for Best Comedy Actress at the festival.

    In ?Dead Sushi?, the worldwide famous dish develops fangs and a murderous instinct, thanks to a researcher with a desire for revenge. Takeda plays the clumsy and hot-blooded daughter of a famous sushi chef who works at a rural inn and always gets bullied by her colleagues. However, once the man-eating sushi are set free, the few survivors depend on her bad-ass fighting skills to lead them to safety. She gets help by a former sushi chef played by singer Matsuzaki Shigeru.

    Of course Takeda did all of the fighting scenes herself and commented, ?I?m already happy to be even invited to such a wonderful film festival, but I never thought that I would even receive an award. Hearing so many people in foreign countries laugh while watching this movie made me like it even more. I hope I?ll also be able to hear the laughter of the people in Japan soon.?

    In Japan the movie is going to open to the public as the second movie to screen during the ?late roadshow? at the long-standing movie theater Shinjuku Musashinokan on New Year?s Day. On YouTube the trailer for this movie already surpassed 1 million views.

    Prior to making its world premiere at the Fantastic Fest, it already made its Asian premiere at the Puchon International Fantastic Film Festival in Bucheon, South Korea earlier this year. Moreover the movie already received offers from over 20 other film festivals around the world.

    An obscure but powerful public agency agreed to pay attorney fees in part and deploy its considerable political clout to help Garden Grove Unified, which had fought Baquerizo since 2003.

    The agency is the Orange County Special Education Alliance, so little known that even some school district trustees had never heard of it. It is a joint powers authority similar to a water or a fire protection district.

    But the alliance takes things a step further, according to interviews and documents. It fights families seeking special education services under state and federal laws. Such an agency is so rare that state that national leaders in the special education field said San Diego is the only place with a similar organization. San Diego?s, they said, is far less active.

    ?I?d never heard the name,? said Baquerizo, recalling when her attorney told her the alliance chipped in $10,000 to help Garden Grove appeal a federal lawsuit Carlos was winning.

    The alliance was branded ?a slush fund to batter kids? by Brian Allen, a child advocate who has practice in Orange County for more than a decade. He is among those who have alleged the alliance violated the state?s open meetings law.

    Marc Ecker, longtime superintendent of the Fountain Valley Unified School District who chairs the alliance, said the organization has not violated any laws and generally denies allegations like the one leveled by Allen.

    ?A Brotherhood?

    Formed by superintendents of the county?s 28 school districts, the alliance grew from deep resistance to the federal Individuals with Disabilities Education Act, which is intended to help students with various developmental handicaps receive a free and appropriate public education.

    Because the federal government never lived up to its original goal for funding special education, school districts became increasingly alarmed as they spent more general fund dollars to meet growing family requests for assistance.

    When launching the alliance in 2005, one superintendent in a Los Angeles Times article called the alliance ?a brotherhood.? Another superintendent claimed they were ?getting clobbered? by families, who felt school districts were like a ?goose laying the golden egg? to be tapped at will.

    Today, Ecker describes the agency?s goals as aiding districts with legal costs, professional development training for district staffs and lobbying of state and federal officials either for more money or changes in law.

    How the Alliance Operates

    The alliance meets infrequently and irregularly at the Orange County Department of Education building in Costa Mesa. For a quorum, it needs but three superintendents from the 28 districts, who are joined by school district defense attorneys and other school officials.

    Ronald D. Wenkart, general counsel for the county education department, and Lysa M. Saltzman, an attorney in Wenkart?s office, have aided the alliance. As staff,the alliance funds a single consultant, who officials said keeps some of the organization?s records at her home.

    Each Orange County school district typically is assessed 20 and 50 cents per student per year to fund the alliance?s operations. The annual assessment, however, isn?t always levied. This year the alliance has approximately $425,000 on hand, according to documents.

    In its effort, the alliance helps districts fight families with children with issues that include developmental disorders like autism, traumatic brain injuries and disabled foster children being aided by guardians. In any given year, the alliance might by helping defend against up to five lawsuits.

    The largest single category in the alliance?s annual budget is for litigation support for districts, budgeted this year for at least $75,000. The agency?s lobbyist costs $12,000. The alliance projects expenditures of $200,000 in 2012.

    In every case, reports show, the alliance took a position against a family rather than supporting one.

    Beyond its efforts locally, the alliance has sought to aid the filing friend-of-the-court or amicus curiae briefs with the U.S. 9th Circuit Court of Appeals in San Francisco. It specifically selects cases that might win precedent-setting rulings in favor of school districts.

    Among the cases the alliance has joined are:

    ?It really screws parents over,? said Bonnie Z. Yates, a Los Angeles attorney who represented a family seeking about $24,000 for attorney fees. Questions of law on complex issues involving such settlement offers remain undecided, she said.

    But alliance and school district officials far beyond Mission Viejo were happy, because the case put them in a stronger position during settlement discussions held before a state administrative hearing is convened.

    The alliance review committee, which decides what cases the organization takes up, includes S. Daniel Harbottle, a Costa Mesa attorney who represents school districts in some of the cases the alliance supports. Harbottle?s law group represents at least nine districts in the county.

    But how much his group is paid isn?t known, because Harbottle and a county education department attorney have advised school districts that they need not disclose payments, even years after individual legal actions were completed.

    Terry Francke, one of California?s preeminent experts regarding public records and Voice of OC?s open-government consultant, says such costs should be disclosed.

    Harbottle declined to respond to interview requests.

    Archaeologists Uncover 50 Skulls In Sacred Aztec Temple In Mexico

    Mexican archaeologists said Friday they uncovered the largest number of skulls ever found in one offering at the most sacred temple of the Aztec empire dating back more than 500 years.

    The team of archeologists unearthed the skulls and jaw bones in August. They stumbled on them as they were renovating a section of the Templo Mayor in the heart of Mexico City.
